CA Rama Shankar Kafaltiya is a Fellow Chartered Accountant with more than 16 years of experience spanning public-sector finance, national energy policy, and independent professional practice. A Founding Partner of R K S S & Co LLP, he brings a rare combination of regulatory insight, income tax expertise, and first-hand exposure to India's energy and financial policy establishment.

He began his career in 2011 as an Administrative Officer (Finance) with the **Life Insurance Corporation of India**, spending over six years in finance and administrative roles within one of India's largest public financial institutions. In 2017, he moved into government policy, serving until 2024 as **Policy Advisor (Upstream)** at the **Directorate General of Hydrocarbons, Ministry of Petroleum & Natural Gas, Government of India** — a role in which he represented India on official delegations to major international energy investment forums, including in Dubai, Calgary (World Petroleum Congress), Houston, and London.

Alongside his government advisory role, he founded his own CA practice, **R S Kafaltiya & Associates**, in Haldwani in 2018, building it over the following years into a trusted firm for income tax litigation, statutory audit, GST advisory, company law compliance and labour law matters. In August 2026, the firm merged with Sandeep Singh & Associates to form R K S S & Co LLP, where he now continues as Partner, heading the firm's Haldwani and Nainital offices.

A Fellow Member of ICAI since 2017, he also holds ICAI's Artificial Intelligence (Level-II) certification and is currently working towards further credentials in information systems audit, valuation, and international (US) taxation — reflecting his ongoing commitment to a technology-enabled, globally aware practice.
